TRAVEL TO INDONESIA DURING PANDEMIC COVID-19

Effective since July 17, 2022

 

1. WHO ARE ALLOWED TO TRAVEL TO INDONESIA?

  • Indonesians
  • Foreign Nationals who hold eligible visa

 

2. DO I NEED TO DO PCR TEST PRIOR TO DEPARTURE?

PCR test is NO longer mandatory for international travelers coming to Indonesia

 

3. WHAT SHOULD I PREPARE BEFORE I DEPART TO INDONESIA?

  • Proof of vaccination certificate covering full set of vaccination dose (2 doses) with the latest date of vaccination at a minimum of 14 calendar days before departure
  • Download PeduliLindungi App prior to your departure to Indonesia; this app is available either in App Store or Play Store
  • Follow the health protocol

 

4. IF I BRING ALONG MY CHILDREN, ARE THERE ADDITIONAL REQUIREMENTS? (*UPDATE)

  • Children under 18 are exempted from the obligation to show vaccine certificate when entering the territory of Indonesia.
    • However, children between 6-17 years old who will travel domestically/domestic travelers (PPDN) are still required to show a second dose of vaccine (Circular Letter No. 21 Year 2022)*
  • Children are not subject to quarantine if parents or caregivers/companion are fully vaccinated.

 

5. IS THERE ANY NEED TO PROVIDE A PROOF OF VACCINATION CERTIFICATE?

All international travelers are required to provide a proof of vaccination certificate to show the qualification as being fully vaccinated and sufficiently protected travelers.

 

6. CAN I STILL ENTER INDONESIA WITHOUT PROOF OF VACCINATION CERTIFICATE? (*UPDATE)

A specific categories of international travelers can be exempted from showing proof of vaccination certificate, with the following conditions:

  • Travelers with special health conditions or comorbid diseases, they must attach a doctor's statement from the Government Hospital of the country of departure certifying that the person concerned has not and/or is unable to take part in the COVID-19 vaccination
  • Foreign travelers who have received the first dose of COVID-19 vaccine but unable to receive the second dose vaccine due to COVID-19 after the first dose, provided that the travelers:*
    • Have completed isolation;
    • Have been declared inactive to transmitting COVID-19; and
    • Attaches:
      • COVID-19 Certificate; or
      • A doctor's certificate from the Government Hospital or Ministry of Health of the country of departure stating that the person concerned is not actively transmitting COVID-19
  • Foreign travelers holding diplomatic / service visas related to official/state visits of foreign officials at Ministerial level and above;
  • Foreign travelers with nationalities covered under Travel Corridor Arrangement scheme; Travel Corridor Arrangement Scheme are bilateral agreements with China, Singapore, South Korea and United Arab Emirates
  • Foreign travelers with a direct transit in the territory of Indonesia must meet the following conditions:
    • Not allowed to leave the airport area during transit;
    • Has been authorized by the Port Health Office (KKP);
    • Shows flight ticket schedules outside Indonesia for direct transit

 

7. DOES INDONESIA CONSIDER PROOF OF RECOVERY CERTIFICATE FROM COVID-19? (*UPDATE)

  • International Travelers who have been infected with COVID-19 and have recovered from it but unable to receive the second dose of vaccine can now enter Indonesia upon presentation of recovery certificate from COVID-19 AND having at least first dose of vaccine.
  • Recovery certificate is a certificate issued by the competent authority or a state medical service/state hospital containing information that the traveler is no longer contagious and/or transmitting COVID-19.
  • Travelers who have received the first dose of vaccine and have completed isolation or treatment for COVID-19, as proved by a Recovery Certificate but unable to receive the second dose of vaccine can continue their journey without quarantine.*
  • Travelers are advised and expected to observe health safety measures issued by the transport carrier prior to boarding and while on board. Travelers assume the risk and burden of responsibility as transport carriers have their own independent health safety measures.

 

8. WHO ARE CONSIDERED SUFFICIENTLY PROTECTED TRAVELERS OR FULLY VACCINATED TRAVELERS?

Fully vaccinated travelers or sufficiently protected travelers of COVID-19 are those who have received full set of vaccination dose. A full set of vaccination dose is equivalent to 2 doses of vaccine i.e. the first and second doses of vaccine. For travelers under J&J/Janssen vaccination, they are considered to have received a full set of vaccination dose with 1 dose and thus qualified as fully vaccinated and sufficiently protected travelers.

 

9. WHAT IF I DEVELOP A COVID-19 SYMPTOM UPON MY ARRIVAL IN INDONESIA?

International Travelers are required to undergo a symptom check related to COVID-19 upon arrival.

Whether a traveler is fully vaccinated or not, if a traveler experiences or develops either of the following:

  1. Covid-19 symptom; or
  2. Fever of 37.5o Celsius or higher

the traveler in question will be required to take a second RT-PCR test upon arrival and must observe Indonesia's quarantine rules.

Fully vaccinated travelers developing COVID-19 symptoms are required to quarantine in their accommodations (hotel rooms, rooms at lodging accommodations, or residences) and unable to receive guests or interact with other people before the RT-PCR results show a negative result.

Please do not forget that these measures are meant to protect your family, neighbors and all other persons around you.

 

10. WHO WILL BE REQUIRED TO A CENTRALIZED QUARANTINE?

  • Travelers who have not received full doses of vaccine other than those listed in number 11 and heads of foreign representatives and families of foreign heads of families are required to undergo quarantine at a centralized quarantine accommodation for 5-days at their own expense.
  • International travelers who received a positive result of RT-PCR test upon arrival with severe symptoms or uncontrollable comorbid would stay in a centralized quarantine at a COVID-19 Referral Hospital.

11. CAN I USE A GOVERNMENT QUARANTINE FACILITY INSTEAD OF A QUARANTINE DESIGNATED HOTEL?

Yes, if you are Indonesian nationals (WNI) who belong to the following category:

  1. Migrant Workers
  2. Students who have finished their study abroad
  3. Government officials returning from official travel abroad
  4. Representatives in international competitions or government-sponsored representatives in international cultural festivals

12. HOW LONG IS THE PERIOD OF QUARANTINE IN INDONESIA?

5 x 24 hours for those who did not receive full vaccination yet.

 

13. WHO CAN APPLY FOR A SPECIAL QUARANTINE EXEMPTION?

Indonesian nationals (WNI) who are not fully vaccinated with urgent reasons under limitedly well-defined identification as follows:

  • Has a life-threatening condition;
  • Has a health condition which require special medical treatment ;
  • In bereavement upon the demise/death of an immediate and first- degree family member.

Indonesian nationals (WNI), who require a release from quarantine on arrival following the aforementioned urgent reasons, must request via email to COVID-19 Task force in Indonesia for a minimum 3 (three) days before their departure to Indonesia. E-mail address is: persuratan@bnpb.go.id.

A government official makes the final decision for entry at the border, based on the information presented to them at the time and based on selective, individual and limited quota.

 

14. WHICH ENTRY POINT IS ACCESSIBLE TO ENTER INDONESIA?

All international travelers are bound to the following entry points of destination:

Please also note that traveling domestically, provinces may have their own provincial border measures as well as public health guidelines within their jurisdictions. It is important that travelers check not only for the most up to date information for requirements for travel into Indonesia, but also requirements imposed by their intended province of destination. In cases where the requirements differ, the international traveler must follow the most stringent measures.

 

15. WHAT SHOULD I EXPECT AND REQUIRED TO DO UPON MY ARRIVAL IN INDONESIA?

All international travelers should expect the following activities upon arrival in Indonesia:

  • An RT-PCR-Test at the established entry point for travelers who develops Covid-19 symptoms and fever of 37.5 degree Celsius;
  • Inspection of immigration and customs documents;
  • Baggage collection and baggage disinfection;
  • Pick up and drop off ride services should be point-to-point location i.e. hotel / lodging accommodation / place of residence from and to the airport.
  • Waiting for the result of RT-PCR Test in either hotel, lodging accommodation or residences.

Upon directly checking into place of accommodation, all international travelers are expected to strictly observe the following:

  • To remain in quarantine for 5-days and should strictly follow quarantine measures throughout their quarantine. A second RT-PCR will be taken on the 4th day of the quarantine.
  • For fully vaccinated travelers developing COVID-19 symptoms upon entry in Indonesia, they are not allowed to leave hotel rooms, rooms at lodging accommodations, or residences and receive guests or interact with other people before the RT-PCR results show a negative result.

As a reminder, non-compliance with the quarantine rules can be penalized either prison terms and/or fine under Indonesia's regulation (UU No.4 / Year 1984 and UU N.6 / Year 2018).

During the stay, international travelers are required to strictly comply with the Indonesian health protocol by observing the following:

  • Wear a 3-layer face mask / medical face mask that covers nose, mouth and chin indoor or on the crowd.
  • Replace the mask regularly for every 4 (four) hours.
  • Wash hands with soap or use a hand sanitizer.
  • Keep a physical distance of 1,5 meters.
  • Talking is not allowed either directly or via the use of phone while traveling by public transportation.

 

16. WHAT ARE THE CURRENT REGULATIONS FOR TRAVELING DOMESTICALLY IN INDONESIA? (*UPDATE)

  • Domestic Travelers
    • with 3-doses of vaccine:
      • Not required to show negative results from RT-PCR or Rapid Antigen Test before departure
    • Domestic travelers with 2-doses of vaccine are required to show:
      • Rapid Antigen Test with sample taken within 1x24 hours before departure
      • RT-PCR with sample taken within 3x24 hours before departure
    • Domestic travelers with 1-dose of vaccine are required to show:
      • RT-PCR with sample taken within 3x24 hours before departure
    • Domestic travelers without vaccine due to special health conditions or comorbid diseases are required to show:
      • RT-PCR with sample taken within 3x24 hours before departure
    • Children:
      • Between 6-17 years old: required to show proof of a second dose of vaccine, but excluded from the obligation to show RT-PCR Test or Rapid Antigen Test
      • Under 6 years old: excluded from proof of vaccination or RT-PCR test or Rapid Antigen Test, but only allowed to travel with their parents or caregivers.

This regulation apply for all domestic travel with air, sea, and land transportation modes, using private or public vehicles, crossings, and intercity trains from and to regions throughout Indonesia
